Future-proof HR Strategy

In essence, our solution was a collaborative and comprehensive approach that focused on understanding the human element within the Municipality of The Hague's HR landscape. By actively involving stakeholders, mapping experiences, and looking towards the future of work, we developed a strategic framework and roadmap to guide their HR technology modernization and ensure it aligns with their long-term goals and the needs of their people.

Why?

The problem

The Municipality of The Hague was grappling with a key question: "How can we modernize our HR technology to effectively support our long-term goals and meet the evolving needs of our employees?". The HR Management Team (MT) frequently received complaints regarding HR service delivery. However, they lacked a clear understanding of the current satisfaction levels among employees, hiring managers, and their own HR personnel. Consequently, it was unclear precisely which employee needs weren't being met by the existing technology and what obstacles were being encountered. Recognizing that the selection of an HR ERP system is a long-term commitment, the HR MT understood the necessity of developing a clear vision and strategy for the future role of HR over the next decade before defining the system requirements.

Our solution

ImpactWork collaborated closely with the Municipality of The Hague to develop a clear and future-oriented HR strategy. We prioritized understanding the needs of both employees and managers, working together to build a solution that truly works for everyone. This was achieved by thoroughly mapping the employee experience, analyzing the city's specific challenges, and establishing a renewed HR vision.

Our Approach:

  • Inventory: We conducted a thorough analysis of existing HR documents and strategies to gain a comprehensive understanding of the current situation.
  • Stakeholder Management: We actively engaged relevant stakeholders within HR (P&O) and HR Services (HRS) to build support and gather valuable input.
  • Employee Journeys: We mapped out and visualized how HR services are experienced by both managers and employees, providing crucial insights into their perspectives.
  • Co-creation: We facilitated interactive workshops with a core team of HR professionals to collaboratively develop the assessment framework.
  • Future Vision: We jointly explored the six major forces shaping the future of work to anticipate upcoming trends and challenges.
  • Strategic Choice + Tactical Implications: We addressed how to build a future-proof organization and translated this into concrete solutions and actionable steps.
  • Final Report: We delivered a concrete HR assessment framework for 2030, including an overview of the target architecture and a roadmap for the implementation of new technologies and processes.
